Are you planning to build, excavate, dump or carry out other activities that impact on local sea areas?

Activities in sea areas in the municipalities of Stavanger, Randaberg, Rennesøy and Sola.

The Port of Stavanger is responsible for the administration of sea areas in the municipalities of Stavanger, Randaberg, Rennesøy and Sola.

If you are planning to build, excavate, dump or carry out other activities that may impact on safety or navigation in these areas, you must first obtain a permit both from us and the municipality in question.

Such activities may include:

– mooring installations
– quays
– jetties
– bridges
– suspended cables, etc.
– dredging
– dumping
– aquaculture facilities
– laying-up of vessels
lighting systems, cables and pipelines.

Administration fees

Category Description of activity Price
1 Mooring installations, quays, jetties, bridges, suspended cables, etc., breakwaters, dumping, dredging, laying up of vessels, wires, cables and pipelines, lighting systems
2 Major construction work
3 Activities that require an inspection as well as administrative processing will be invoiced at an hourly rate supplementary to items 1 and 2 above. Minimum rate: 2 hours – Minimum rate: 2 hours
Hourly rate: NOK 850 per hour
4 For dealing with activities that are being/have been carried out in contravention of permits, a fee will be charged based on an hourly rate. – Minimum rate: 4 hours

Activities in main and secondary shipping channels or outside areas administered by the municipalities

If you are planning activities in main or secondary shipping channels, or otherwise outside areas administered by the municipalities, you must apply for a permit from the Norwegian Ministry of Fisheries and Coastal Affairs.

The same applies to activities planned for sea areas administered by the municipality in question, but which may impact on safety or navigation in main or secondary shipping channels.

Other activities

The following activities require a permit from the Norwegian Coastal Administration (Kystverket):

– aquaculture facilities
– power plants in sea areas
– oil and gas pipelines
– bridges
– installations and facilities for power production and petroleum-related activities.
(This does not apply to supply or standby vessels, or vessels transporting petroleum in bulk.)
– activities that involve crossing municipal boundaries
– other activities that may cause major obstruction or inconvenience to ordinary shipping activities, such as blasting, major towing activities, seismic surveys or equipment testing.
